When I looked here for a user that worked he had a Microsoft-Server-Activesync folder with a subfolder PocketPC which in turn had subfolders for the device ID's that had sync'd. The way I fixed it was to log in locally as the user listed in the error message, open Outlook, and clean up the personal folders.

It isn't necessary to create the exchange-oma virtual directory unless FBA is enabled and if it were enabled and the exchange-oma virtual directory didn't exist, then Activesync wouldn't work.
